County and city state facilities follow different sets of rules than the state and federal prison system. Generally, it is a best practice to contact the facility you are interested in directly to see what the requirements are for ministry in that facility. During this conversation, it can be determined if there is a need for Catholic sacramental ministry at the facility and options can be discussed.
In most cases, there is not a “blue card process” like the state facilities. Sometimes there is a simple one-hour process and sometimes only an ID needs to be shown.
Many times inmates in these facilities are awaiting charges, court date, sentencing, or transport to a state or federal facility.
